the one place I went just did wtv emergency services like pulling teeth or fillings for free if you could prove you worked 20 hrs a week but got paid under a certain amount per year.

Not a realistic scenario for a few reasons: Most of them are just laborers and not really good for overtaking an entire country, plus modern weaponry made a lot of big demographics pointless. Besides, if one country gets overtaken then the rest will immediately know it's going to happen to them and they'll prevent it.
